ĐÁNH GIÁ KẾT QUẢ THỰC HIỆN KẾ HOẠCH SỬ ĐẤT HẰNG NĂM TẠI THÀNH PHỐ NAM ĐỊNH, TỈNH NAM ĐỊNH GIAI ĐOẠN 2021 - 2024

Abstract

The study aims to evaluate the results and propose solutions to improve the effectiveness of implementing the annual land use plan (LUP) in Nam Dinh city, Nam Dinh province. The study uses the following methods: Secondary and primary surveys; assessment by Likert scale, assessment by time and by land use indicators. The research results show that the annual land use plan is often approved later than the law and often has to be adjusted and supplemented during the year. Of the 84 land use indicators evaluated, 87.5% were very good; 13.46 were good; 1.92% were average, poor and 3.75% were very poor. The survey results of officials showed that 1/8 criteria were assessed as very good, 6/8 criteria were good and 1/8 criteria were average. To improve the effectiveness of the annual land use plan implementation, it is necessary to synchronously implement the following groups of solutions: On management; resource mobilization; dissemination of laws; building a comprehensive database.

Nghiên cứu nhằm đánh giá kết quả và đề xuất giải pháp nâng cao hiệu quả thực hiện kế hoạch sử dụng đất (KHSDĐ) hằng năm tại thành phố Nam Định, tỉnh Nam Định. Nghiên cứu sử dụng các phương pháp: Điều tra thứ cấp, sơ cấp; đánh giá theo thang đo Likert, đánh giá theo thời gian và theo chỉ tiêu sử dụng đất. Kết quả nghiên cứu cho thấy, KHSDĐ hằng năm thường được phê duyệt chậm hơn so với quy định của pháp luật và thường phải điều chỉnh, bổ sung trong năm. Trong 84 chỉ tiêu sử dụng đất đánh giá, có 87,5% đạt mức thực hiện rất tốt; 13,46 ở mức tốt; 1,92% ở mức trung bình, kém và 3,75% ở mức rất kém. Kết quả nghiên cứu cho thấy, có 1/8 tiêu chí được đánh giá ở mức rất tốt, 6/8 tiêu chí ở mức tốt và 1/8 tiêu chí ở mức trung bình. Để nâng cao hiệu quả thực hiện KHSDĐ hằng năm, cần thực hiện đồng bộ các nhóm giải pháp sau: Về quản lý; huy động nguồn lực; tuyên truyền phổ biến pháp luật; xây dựng cơ sở dữ liệu tổng thể.
