ĐÁNH GIÁ KẾT QUẢ THỰC HIỆN KẾ HOẠCH SỬ DỤNG ĐẤT HẰNG NĂM THÀNH PHỐ BẮC NINH, TỈNH BẮC NINH

Abstract

 The study aims to evaluate the results and propose solutions to improve the effectiveness of implementing the annual land use plan (LUP) in Bac Ninh city, Bac Ninh province. The study uses the following methods: survey, collection of documents, secondary and primary data, assessment according to the 5-level Likert scale and evaluation of LUP indicators according to the deviation between the plan and implementation results. The results show that 50 indicators (accounting for 72.46%) achieved a very good level of implementation; 4 LUP indicators (accounting for 5.80%) performed very poorly. The implementation rate of works and projects is very low (only 11.81%). The number of works transferred to the following year accounts for 46.25% of the number of works that have not been implemented. The survey results of civil servants and public employees show that the implementation of the LUP in Bac Ninh city is good. 1/6 criteria are rated as very good and 5/6 criteria are rated as good. To improve the effectiveness of the implementation of the land use planning and planning, it is necessary to synchronously implement the following solutions: mobilize and effectively manage of using different capital sources; improve the quality of human resources; promptly announce and publicize the content of the land use planning and planning; improve the quality of the land use planning and planning options; organize and supervise the implementation of the land use planning; evaluate the ability to implement works and projects.

Nghiên cứu nhằm đánh giá kết quả và đề xuất giải pháp nâng cao hiệu quả thực hiện kế hoạch sử dụng đất hàng năm tại thành phố Bắc Ninh, tỉnh Bắc Ninh. Sử dụng các phương pháp: Điều tra thu thập tài liệu, số liệu thứ cấp, sơ cấp; đánh giá theo thang đo 5 cấp của Likert; đánh giá chỉ tiêu sử dụng đất theo độ lệch giữa kế hoạch và kết quả thực hiện. Kết quả cho thấy, có 50 chỉ tiêu (chiếm tới 72,46%) đạt mức thực hiện rất tốt; 4 chỉ tiêu sử dụng đất (chiếm 5,80%) thực hiện rất kém. Tỷ lệ thực hiện các công trình, dự án đạt rất thấp (chỉ đạt 11,81%). Số lượng công trình chuyển tiếp sang năm sau chiếm 46,25% số công trình chưa thực hiện. Kết quả điều tra cán bộ, công chức, viên chức cho thấy, việc thực hiện kế hoạch sử dụng đất tại thành phố Bắc Ninh là tốt. Có 1/6 tiêu chí được đánh giá ở mức rất tốt và 5/6 tiêu chí được đánh giá ở mức tốt. Để nâng cao hiệu quả thực hiện kế hoạch sử dụng đất, cần thực hiện đồng bộ các giải pháp sau: Huy động và quản lý sử dụng có hiệu quả các nguồn vốn khác nhau; nâng cao chất lượng nguồn nhân lực; công bố, công khai kịp thời nội dung quy hoạch, kế hoạch sử dụng đất; nâng cao chất lượng phương án quy hoạch, kế hoạch sử dụng đất; tổ chức thực hiện và giám sát thực hiện kế hoạch sử dụng đất; đánh giá khả năng thực hiện các công trình, dự án.
