ỨNG DỤNG PHẦN MỀM VBDLIS TRONG QUY TRÌNH CHUYỂN NHƯỢNG QUYỀN SỬ DỤNG ĐẤT TẠI XÃ CÀNG LONG, TỈNH VĨNH LONG

Abstract

In the context of accelerating digital transformation in the natural resources and environment sector under the 2024 Land Law, the application of information technology in land-related administrative procedures has become increasingly essential. This study aims to evaluate the effectiveness of applying the VBDLIS software in the land use right transfer process in Cang Long commune, Vinh Long province-an area where land transfer activities have been frequent following the reorganization of commune-level administrative units. The research methodology includes the collection of secondary data from relevant agencies and a survey of 30 officials and civil servants who directly use the VBDLIS software at the Vinh Long provincial Land Registration Office - Cang Long Branch. The data were analyzed using descriptive statistical methods and satisfaction assessment based on the Likert scale. The results indicate that the VBDLIS software effectively supports the land use right transfer process, contributing to reduced processing time, minimized operational error, and enhanced transparency in land administration. However, several limitations remain, particularly related to data standardization, information technology capacity of staf, and system interoperability. Based on these findings, the study proposes several solutions to improve land database completeness, standardize operational procedures, enhance staff capacity, and strengthen system integration and supervision in land use right transfer, thereby improving the effectiveness of VBDLIS application and meeting the requirements of modern and sustainable land management.

Trong bối cảnh đẩy mạnh chuyển đổi số ngành tài nguyên và môi trường theo Luật Đất đai năm 2024, việc ứng dụng công nghệ thông tin (CNTT) trong giải quyết thủ tục hành chính về đất đai ngày càng trở nên cần thiết. Nghiên cứu này nhằm đánh giá hiệu quả ứng dụng phần mềm VBDLIS trong quy trình chuyển nhượng quyền sử dụng đất tại xã Càng Long, tỉnh Vĩnh Long - địa bàn có hoạt động chuyển nhượng đất đai diễn ra thường xuyên sau khi sắp xếp đơn vị hành chính cấp xã. Phương pháp nghiên cứu bao gồm thu thập số liệu thứ cấp từ các cơ quan chuyên môn và khảo sát 30 cán bộ, viên chức trực tiếp sử dụng phần mềm VBDLIS tại Văn phòng Đăng ký đất đai tỉnh Vĩnh Long - Chi nhánh Càng Long. Dữ liệu được xử lý bằng phương pháp thống kê mô tả và đánh giá mức độ hài lòng theo thang đo Likert. Kết quả nghiên cứu cho thấy, phần mềm VBDLIS hỗ trợ hiệu quả quy trình chuyển nhượng quyền sử dụng đất, góp phần rút ngắn thời gian giải quyết hồ sơ, hạn chế sai sót nghiệp vụ và nâng cao tính minh bạch trong quản lý đất đai. Tuy nhiên, việc triển khai vẫn còn một số hạn chế liên quan đến chuẩn hóa dữ liệu, năng lực CNTT của cán bộ và liên thông hệ thống. Trên cơ sở đó, nghiên cứu đề xuất một số giải pháp nhằm hoàn thiện cơ sở dữ liệu đất đai, chuẩn hóa quy trình nghiệp vụ, nâng cao năng lực cán bộ và tăng cường liên thông, giám sát trong công tác chuyển nhượng quyền sử dụng đất, góp phần nâng cao hiệu quả ứng dụng phần mềm VBDLIS, đáp ứng yêu cầu quản lý đất đai hiện đại và bền vững.
