Abstract

Because of regularly affected by drought in the dry season, clean water for domestic use of the rural people living in the Central Highlands provinces is facing many difficulties and challenges. In order to ensure the water supply systems in the Central Highlands operated efficiently, it is necessary to encourage socialization in the management and operation of the rural water supply systems as well as in the community participation in the water works protection. However, rural clean water supply in the Central Highlands mainly focuses on ensuring social security and depends on the state budget. Besides, the private sector is not much interested in rural water supply as a business because it is not profitable, water affordability is low and the investment rate is high. Thus, the socialization towards privatization will still be challenging. However, the socialization towards mobilizing community resources in management and operation from water users is a bright spot and suitable for the regional conditions.

Do thường xuyên bị ảnh hưởng của hạn hán trong mùa khô nên nước sạch cho sinh hoạt của người dân nông thôn tại các tỉnh Tây Nguyên gặp nhiều khó khăn. Để đảm bảo các công trình cấp nước tập trung vùng Tây Nguyên hoạt động hiệu quả cần khuyến khích phát triển xã hội hóa trong công tác quản lý vận hành sau đầu tư, tham gia đóng góp và bảo vệ công trình cấp nước của người dân. Tuy nhiên, cấp nước sạch nông thôn vùng Tây Nguyên chủ yếu tập trung mục đích đảm bảo an sinh xã hội và phụ thuộc vào nguồn ngân sách nhà nước, thành phần kinh tế tư nhân chưa quan tâm do không có lợi nhuận, khả năng chi trả của người dân thấp, suất đầu tư lớn nên việc xã hội hóa theo hướng tư nhân hóa sẽ còn nhiều thách thức. Tuy nhiên xã hội hóa theo hướng huy động nguồn lực cộng đồng trong công tác quản lý vận hành, từ người sử dụng nước lại là một điểm sáng và phù hợp với điều kiện vùng miền.
