XÂY DỰNG CƠ SỞ DỮ LIỆU KHÔNG GIAN HỆ THỐNG CÔNG TRÌNH THỦY LỢI TRÊN ĐỊA BÀN TỈNH TÂY NINH

Abstract

In recent years, the management and integration of spatial databases to manage the irrigation system has been concerned and encouraged to implement by the governement. The management and integration have helped managers and agencies to effectively integrate and manage data towards digital technology. Tay Ninh province has implemented the irrigation management project complement with WebGIS interface, which is considered a geographic information system distributed via a computer network environment to integrate, distribute and transmit geographic information online. Specifically, this study presents the results of an integrated management project of about 1,800 canals and about 8,000 other works such as sluices, reservoirs, pumping stations in Tay Ninh province, incorporating WebGIS to manage and store data, which was previously synthesized by the common and traditional methods (archiving on paper, hard copy or using Excel and AutoCAD software). WebGIS is a relatively new technology in Vietnam, but up to now, many individuals and organizations have learned and applied it in various fields of administration, economy, culture, and society. WebGIS software development results showed data storage, spatial viewing, and irrigation-related data extraction.

Tóm tắt

Trong những năm gần đây, việc xây dựng và tích hợp cơ sở dữ liệu không gian quản lý hệ thống công trình thủy lợi được Nhà nước quan tâm và khuyến khích thực hiện. Việc xây dựng và tích hợp này giúp các cơ quan quản lý nhà nước tích hợp và quản lý tổng hợp hiệu quả hướng đến công nghệ số. Tỉnh Tây Ninh đã triển khai đề án quản lý công trình thủy lợi trên giao diện WebGIS, được xem như hệ thống thông tin địa lý được phân bố qua môi trường mạng máy tính để tích hợp, phân phối và truyền tải thông tin địa lý trực tuyến trên Internet. Cụ thể, nghiên cứu này trình bày kết quả đề án quản lý tổng hợp khoảng 1.800 tuyến kênh và khoảng 8.000 công trình khác như cống, hồ chứa, trạm bơm trên địa bàn tỉnh Tây Ninh, tích hợp WebGIS nhằm quản lý và lưu trữ dữ liệu, mà trước đó vẫn được tổng hợp theo phương thức phổ thông và truyền thống (lưu trữ bản giấy, bản cứng hoặc thông qua phần mềm Excel, AutoCAD). WebGIS là công nghệ còn tương đối mới ở Việt Nam nhưng đến nay đã có nhiều cá nhân, tổ chức tìm hiểu và ứng dụng nó trong các lĩnh vực hành chính, kinh tế, văn hóa - xã hội khác nhau. Kết quả xây dựng phần mềm WebGIS đã thể hiện việc lưu giữ dữ liệu, xem dữ liệu dạng không gian, và trích xuất dữ liệu liên quan đến thủy lợi.
