Abstract

The study aims to assess the current situation and propose solutions to overcome shortcomings in the implementation of the compensation, support and resettlement in Cam Pha city. The study surveyed 10 employees and 90 households whose land was acquired in 2 selected projects by random sampling method. Using Likert's 5-level scale and comparative method to evaluate compensation, support and resettlement. The research results show that basically, compensation, support and resettlement have been carried out on schedule, in accordance with the law and with the consent of the majority of people whose land is acquired. Some problems exist as compensation plans mainly in cash; there is no orientation for efficient use of the compensation and support amounts; People do not choose to live in resettlement sites. The proposed solutions are to perform well the land management, especially the registration of land changes; building a general land database; build appropriate resettlement areas and guide the effective use of compensation and support amounts.

Nghiên cứu nhằm đánh giá thực trạng và đề xuất giải pháp khắc phục những tồn tại trong công tác bồi thường, hỗ trợ, tái định cư tại thành phố Cẩm Phả. Nghiên cứu đã tiến hành điều tra 10 cán bộ viên chức, 90 hộ bị thu hồi đất tại 2 dự án đã chọn theo phương pháp chọn mẫu ngẫu nhiên. Sử dụng phương pháp so sánh và dùng thang đo 5 cấp của Likert để đánh giá công tác bồi thường, hỗ trợ, tái định cư. Kết quả nghiên cứu cho thấy về cơ bản, bồi thường, hỗ trợ và tái định cư đã thực hiện đúng tiến độ, đúng pháp luật và được đại đa số người bị thu hồi đất đồng ý. Một số tồn tại là phương án bồi thường chủ yếu bằng tiền; chưa có định hướng sử dụng hiệu quả các khoản tiền bồi thường, hỗ trợ; người dân không chọn ở khu đất tái định cư. Các giải pháp đề xuất là cần thực hiện tốt công tác quản lý đất đai, đặc biệt là đăng ký biến động đất đai; xây dựng cơ sở dữ liệu đất đai tổng thể; xây dựng khu tái định cư phù hợp và có hướng dẫn sử dụng hiệu quả các khoản tiền bồi thường, hỗ trợ.
