Abstract

This study aims to evaluate the current state of public investment and to analyze the effectiveness of public investment for longan production in Hung Yen, then to propose appropriate solutions on the public investment for developing longan production. The study uses secondary data in combination with primary data sources from different longan growing regions and subjects in Hung Yen province. This research has shown that public investment has brought about obvious effects in increasing economic efficiency and improving the value of longan products; The concentrated longan growing areas supported by public investment bring higher economic efficiency than the scattered and small longan growing areas; Longan growing establishments supported to participate in the linkage model bring about higher economic efficiency than those that are not supported to participate in the linkage model; The capacity of the recipients of the public investment results at different economic organizations (household, farm, cooperative) has different effects. From here, the authors propose some solutions to improve the effectiveness of public investment for longan production in Hung Yen: Developing concentrated label production zones; regarding public investment mechanisms and policies; promote trade promotion and product promotion; solutions for growing longan.

Nghiên cứu này nhằm mục tiêu đánh giá thực trạng đầu tư công, phân tích hiệu quả đầu tư công cho sản xuất nhãn ở tỉnh Hưng Yên, từ đó đề xuất những giải pháp phù hợp về đầu tư công cho phát triển sản xuất nhãn. Nghiên cứu sử dụng số liệu thứ cấp kết hợp với nguồn số liệu sơ cấp từ các vùng, đối tượng trồng nhãn khác nhau trên địa bàn tỉnh Hưng Yên. Kết quả nghiên cứu cho thấy, đầu tư công đã mang lại những hiệu quả rõ rệt trong việc nâng cao giá trị sản phẩm nhãn. Vùng trồng nhãn tập trung được hỗ trợ đầu tư công mang lại hiệu quả kinh tế cao hơn so với vùng trồng nhãn phân tán, nhỏ lẻ; cơ sở trồng nhãn được hỗ trợ tham gia mô hình liên kết mang lại hiệu quả kinh tế cao hơn so với cơ sở không được hỗ trợ tham gia mô hình liên kết; năng lực bên tiếp nhận kết quả đầu tư công ở các tổ chức kinh tế khác nhau (hộ gia đình, trang trại, hợp tác xã) cho hiệu quả khác nhau. Từ kết quả nghiên cứu, đã đề xuất một số giải pháp nhằm nâng cao hiệu quả đầu tư công cho sản xuất nhãn ở tỉnh Hưng Yên, gồm: giải pháp phát triển các vùng sản xuất nhãn tập trung; cơ chế, chính sách đầu tư công; đẩy mạnh công tác xúc tiến thương mại, quảng bá sản phẩm; giải pháp kỹ thuật trong trồng nhãn.
