HỢP TÁC XÃ NÔNG NGHIỆP ỨNG PHÓ VỚI DỊCH BỆNH COVID - 19 VÀ GIẢI PHÁP HỖ TRỢ

Abstract

The Covid - 19 pendemic has negatively affected the business activitis of economic organizations. This article presents the results of assessing the impact of the Covid - 19 epidemic on agricultural cooperatives in Vietnam. The assessment results are based on a survey sample of 272 agricultural cooperatives in 56 provinces representing regions and fields of agricultural, forestry and fishery production in Vietnam. The result shows that the cooperatives have negatively affected by the Covid - 19 epidemic in many aspects of their production and business, such as increasing the prices of input and services while reducing the selling prices of products and services and  sold volume of products. The cooperatives also faced the difficulties in implementing their business plans and had to reduce production scale á well as the number of employees. Consequently, the cooperative is reduced the revenue and profit in 2021 by 32.4% compared to 2020. The agricultural cooperatives have applied several measures to cope with the Covid - 19 epidemic, of which most of the cooperatives focus on solutions to promote the consumption of the cooperative's products. Many cooperatives also receive the support from public agencies in connecting and marketing their products. A number of solutions are proposed to support the development of agricultural cooperatives in newly normal context.

Dịch bệnh Covid - 19 ảnh hưởng tiêu cực lên sản xuất kinh doanh của các tổ chức kinh tế. Bài báo này trình bày kết quả nghiên cứu ảnh hưởng của dịch bệnh Covid - 19 lên hợp tác xã nông nghiệp (HTXNN) ở Việt Nam. Kết quả nghiên cứu dựa trên mẫu điều tra 272 HTXNN thuộc 56 tỉnh, thành đại diện cho các vùng, các lĩnh vực sản xuất nông, lâm, thủy sản của Việt Nam. Kết quả nghiên cứu cho thấy, các HTXNN bị dịch bệnh Covid - 19 gây ảnh hưởng tiêu cực đến nhiều khía cạnh sản xuất kinh doanh như làm tăng giá vật tư, dịch vụ đầu vào trong khi làm giảm giá bán sản phẩm, giảm khối lượng sản phẩm tiêu thụ. HTXNN cũng gặp khó khăn trong việc triển khai kế hoạch sản xuất kinh doanh và phải giảm quy mô sản xuất, giảm số lượng lao động sử dụng, dẫn đến các HTXNN bị giảm doanh thu và giảm trung bình lợi nhuận năm 2021 khoảng 32,4% so với năm 2020. Các HTXNN đã áp dụng rất nhiều biện pháp để ứng phó với dịch bệnh Covid - 19 trong đó phần lớn là tập trung vào các giải pháp để đẩy mạnh tiêu thụ sản phẩm. Nhiều HTXNN cũng nhận được hỗ trợ từ các cơ quan nhà nước trong việc kết nối, tiêu thụ sản phẩm. Một số giải pháp được đề xuất để hỗ trợ HTXNN phát triển trong bối cảnh bình thường mới.
