Abstract

The study aims to assess the current situation and propose solutions to improve the operational efficiency of the land registration office (LRO) in Son La province. A random sampling method was used to select 90 land users to work at the provincial LRO and 2 branches. Using Likert's 5-level scale to evaluate the operation of the LRO. Using ANOVA and Post-hoc to compare the difference in mean values ​​of several indicators. Research results show that the LRO does not have an Information room; equipment is lacking; the headquarters of the LRO are still cramped; profile has not been updated regularly. Land users evaluate the performance of the LRO at a rather high level. In which, the ability to access the services of the LRO, the facilities of the LRO, the time to complete the procedures at the LRO, the ability and working attitude of the staff are evaluated at a high level. The order and procedures for implementation, the collection of fees, and the ability to coordinate activities of the LRO are evaluated at a very high level. Officials and public employees assess the level of publicity of administrative procedures and the coordination between agencies related to the representative office is evaluated at a very high level. The working conditions of the LRO, the technical means of the LRO, the number of staff, the guiding documents implemented at the LRO are evaluated at a high level. The people's understanding of the law and the system of cadastral records are rated at a low level. To improve the operational efficiency of the LRO, it is necessary to implement the following solutions: Strengthen the propagation and dissemination of legal knowledge to the people; complete the system of cadastral records; complete the headquarters, technical equipment, and information technology; improve the quality of human resources; complete coordination regulations.

Nghiên cứu nhằm đánh giá thực trạng và đề xuất giải pháp nâng cao hiệu quả hoạt động của Văn phòng đăng ký đất đai (VPĐKĐĐ) tỉnh Sơn La. Sử dụng phương pháp lấy mẫu ngẫu nhiên để chọn 90 người sử dụng đất (NSDĐ) đến làm việc tại VPĐKĐĐ tỉnh và 2 chi nhánh. Sử dụng thang đo 5 mức của Likert để đánh giá hoạt động của VPĐKĐĐ. Sử dụng ANOVA và Post-hoc để so sánh sự khác biệt về giá trị trung bình của một số chỉ tiêu. Kết quả nghiên cứu cho thấy VPĐKĐĐ thiếu Phòng thông tin lưu trữ, thiếu trang thiết bị, trụ sở VPĐKĐĐ còn chật, chưa cập nhật hồ sơ thường xuyên. NSDĐ đánh giá hoạt của VPĐKĐĐ ở mức khá cao. Trong đó, khả năng tiếp cận các dịch vụ của VPĐKĐĐ, cơ sở vật chất của VPĐKĐĐ, thời gian hoàn thành các thủ tục tại VPĐKĐĐ, khả năng và thái độ làm việc của cán bộ được đánh giá ở mức cao. Trình tự và thủ tục thực hiện, việc thu phí và khả năng phối hợp hoạt động của VPĐKĐĐ được đánh giá ở mức rất cao. Cán bộ công chức, viên chức đánh giá mức độ công khai thủ tục hành chính và sự phối hợp giữa các cơ quan liên quan đến VPĐKĐĐ ở mức rất cao. Điều kiện làm việc, phương tiện kỹ thuật của VPĐKĐĐ, số lượng cán bộ, các văn bản hướng dẫn thực hiện tại VPĐKĐĐ được đánh giá ở mức cao. Sự hiểu biết pháp luật của người dân và hệ thống hồ sơ địa chính được đánh giá ở mức thấp. Để nâng cao hiệu quả hoạt động của VPĐKĐĐ cần thực hiện các giải pháp sau: tăng cường tuyên truyền và phổ biến kiến thức pháp luật đến người dân; hoàn thiện hệ thống hồ sơ địa chính; hoàn thiện trụ sở, trang thiết bị kỹ thuật, công nghệ thông tin; nâng cao chất lượng nguồn nhân lực; hoàn thiện quy chế phối hợp.
