Abstract

Quản lý, khai thác bền vững các công trình cấp nước sạch nông thôn (CTCNSNT) là một trong những giải pháp quan trọng nhằm đảm bảo mục tiêu cấp nước và hiệu quả đầu tư công trình góp phần đảm bảo an sinh xã hội, nâng cao đời sống người dân, tránh lãng phí và góp phần xây dựng nông thôn mới bền vững. Đến nay, tại các vùng nông thôn nước ta cơ bản đã hình thành một số loại mô hình tổ chức quản lý, khai thác CTCNSNT như: Đơn vị sự nghiệp, UBND xã, hợp tác xã, cộng đồng, doanh nghiệp/tư nhân. Tuy nhiên, do điều kiện kinh tế - xã hội mỗi địa bàn nông thôn khác nhau nên có sự phát triển các mô hình đặc thù, việc xác định và lựa chọn được mô hình tổ chức quản lý, vận hành CTCNSNT phù hợp điều kiện vùng miền, địa bàn là một trong những yếu tố quyết định đến hiệu quả công trình. Để phát triển cấp nước sạch nông thôn trong giai đoạn tới cần đánh giá và hoàn thiện các mô hình về giá nước sạch, giảm thiểu thất thoát, thất thu nước sạch thông qua quản lý đấu nối gắn với các chế tài xử lý vi phạm, kế hoạch sản xuất, kinh doanh, tiếp thị mở rộng đấu nối sử dụng nước và lộ trình chuyển đổi, tái cấu trúc tổ chức mô hình theo xu hướng phát triển của xã hội,...
