Abstract

The organization of management, exploitation and operation of centralized water supply works after investment is one of the important factors determining the sustainable operation of the project. However, the choice of the appropriate model depends on the needs of the user, the characteristics of the place where the work is built. The article presents studies on the organizational model of management and exploitation of existing rural water supply works, including aspects affecting the management model such as socio - economic conditions, environmental conditions, etc. nature, engineering - technology, mechanism - policy. The research results give suggestions to improve a number of contents in order to have a sustainable operating model suitable for each region, in order to improve the efficiency and effectiveness of centralized water supply works.

Việc tổ chức quản lý, khai thác vận hành công trình cấp nước sạch nông thôn (CTCNSNT) sau đầu tư là một trong những nhân tố quan trọng quyết định hoạt động bền vững của công trình. Tuy nhiên, việc lựa chọn mô hình phù hợp còn phụ thuộc vào nhu cầu người sử dụng, đặc điểm nơi công trình được xây dựng. Tiến hành nghiên cứu về mô hình tổ chức quản lý, khai thác CTCNSNT hiện có, bao gồm cả các khía cạnh ảnh hưởng đến mô hình quản lý như kinh tế - xã hội, điều kiện tự nhiên, kỹ thuật - công nghệ, cơ chế - chính sách. Kết quả nghiên cứu đưa ra các đề xuất hoàn thiện một số nội dung để có được mô hình hoạt động bền vững phù hợp với từng vùng miền, nhằm nâng cao hiệu quả khai thác hiệu quả CTCNSNT.
