TÁC ĐỘNG CỦA MỘT SỐ YẾU TỐ QUẢN LÝ SỬ DỤNG ĐẤT ĐẾN HÌNH THÀNH VÀ PHÁT TRIỂN SẢN XUẤT TRANG TRẠI TRÊN ĐỊA BÀN HUYỆN NAM ĐÀN, TỈNH NGHỆ AN

Abstract

The study aimed to determine the impact of some factors of land use and land management (LUM) on the formation and development of farm production in Nam Dan district, Nghe An province. The study used the method of investigation, comparison and analysis of secondary data, the method of interviewing 28 officials and 224 farm owners in the survey area. The study used Likert's 5-level scale to evaluate the formation and development processes of farm production, used T-test to test the difference in some indicators between the survey subjects, using the correlation coefficient r (Spearman Ranking) to determine the level of impact. The process of forming and developing production of farms with 5 selection criteria was highly evaluated by farm owners and officials, there was no difference between the two subjects. The factors of land use and land management such as: Limit of land allocation area; time of land allocation; land use right transfer; renting or subleasing land use rights has a high impact on the number and size of farms; mechanization of farm production; type or subtype of land use on the farm and the right to mortgage loans for production investment on the farm.

Nghiên cứu nhằm xác định tác động của một số yếu tố quản lý sử dụng đất (QLSDĐ) đến hình thành và phát triển sản xuất trang trại tại huyện Nam Đàn, tỉnh Nghệ An. Nghiên cứu đã sử dụng phương pháp điều tra, so sánh và phân tích số liệu thứ cấp, phương pháp phỏng vấn 28 cán bộ quản lý và 224 chủ các trang trại trên địa bàn điều tra. Nghiên cứu sử dụng thang đo 5 mức của Likert để đánh giá quá trình hình thành và phát triển sản xuất trang trại, sử dụng T-test để kiểm tra sự khác biệt trong một số chỉ tiêu giữa các đối tượng điều tra, sử dụng hệ số tương quan r (xếp hạng Spearman Ranking) để xác định mức tác động. Quá trình hình thành, phát triển sản xuất trang trại với 5 tiêu chí lựa chọn được chủ các trang trại và cán bộ quản lý đánh giá ở mức độ cao, không có sự khác biệt giữa hai đối tượng. Các yếu tố QLSDĐ như: Hạn mức diện tích giao đất; thời hạn giao đất; chuyển nhượng quyền sử dụng đất; thuê, thuê lại quyền sử dụng đất có tác động ở mức độ cao đến số lượng, quy mô trang trại; cơ giới hóa sản xuất trang trại; loại hình/kiểu sử dụng đất trong trang trại và quyền thế chấp vay vốn đầu tư sản xuất trong trang trại.
