ANNUAL LAND USE PLANS IN URBAN AREAS: AN EMPIRICAL CASE STUDY FROM THU DUC CITY, HO CHI MINH CITY

According to the provisions of the Land Law 2013 and Land Law 2024, for areas with approved urban planning, no land use planning is required, but an annual land use plan must be prepared as a basis for land allocation, land lease and permission to change land use purposes. The article focuses on evaluating the results and proposing solutions to effectively implement the annual land use plan in Thu Duc city, Ho Chi Minh city. The study uses data collection methods, analysis on the Likert scale and evaluation based on the progress of implementation and the level of completion of land use indicators. The results show that in the period 2021 - 2024 the land use plans were often approved slower than required by law. Of the 104 land use indicators, 54.81% achieved very good performance, but 8.65% were still very poor. Of the 927 approved projects, only 3.99% were completed on time; 84.47% of projects were postponed to the following year and 11.54% were cancelled. Assessments from civil servants showed that 5 out of 10 criteria were rated very good, 3 out of 10 criteria were good and 2 out of 10 criteria were poor. To improve the effectiveness of land use planning implementation, it is necessary to: establish an inter-sectoral and inter-level coordination mechanism; improve procedures and improve the quality of land use plan; promote capital mobilization and assess the investor's capacity; increase participation and information disclosure; accelerate technology application, digital transformation and build a land database.
