eLAND: NỀN TẢNG TÍCH HỢP PHỤC VỤ ĐÀO TẠO NGUỒN NHÂN LỰC SỐ NGÀNH QUẢN LÝ ĐẤT ĐAI

Abstract

In the context of rapid digital transformation in Vietnam, the field of land administration requires the training of human resources capable of operating in digital environments, possessing a thorough understanding of professional procedures, and complying with a legal framework that is continuously updated. However, current educational practices still lack a comprehensive practical platform for constructing, managing, operating, updating, and exploiting land databases. This paper introduces eLAND, a software system specifically developed to support training in Land Management. The platform integrates land database management functions with a simulation module that replicates administrative procedures in the land administration sector. Through a practice-oriented simulation environment closely aligned with real-world operations and compliant with prevailing legal regulations, eLAND enables students to perform core professional tasks such as dossier receipt and processing, land registration, and the issuance of Land Use Right Certificates. In addition, the software incorporates academic management functions that assist lecturers in organizing teaching activities and evaluating learning outcomes in accordance with a competency-based education approach. The implementation of eLAND contributes to improving training quality by fostering procedural thinking, enhancing students’ adaptability, and shortening the transition period from academic training to professional practice in response to the ongoing modernization of land administration.

Trong bối cảnh chuyển đổi số mạnh mẽ tại Việt Nam, lĩnh vực quản lý đất đai đặt ra yêu cầu đào tạo nguồn nhân lực có năng lực tác nghiệp trên môi trường số, am hiểu quy trình nghiệp vụ và tuân thủ hệ thống pháp luật thường xuyên được cập nhật. Tuy nhiên, thực tiễn đào tạo hiện nay còn thiếu môi trường thực hành toàn diện về xây dựng, quản lý, vận hành, cập nhật và khai thác cơ sở dữ liệu đất đai. Nghiên cứu giới thiệu phần mềm eLAND – phần mềm được phát triển chuyên biệt phục vụ đào tạo ngành quản lý đất đai, tích hợp các chức năng quản lý cơ sở dữ liệu đất đai và mô phỏng quy trình giải quyết thủ tục hành chính trong lĩnh vực quản lý đất đai. Thông qua môi trường mô phỏng bám sát thực tiễn và tuân thủ quy định pháp luật hiện hành, eLAND hỗ trợ sinh viên thực hành các nghiệp vụ chuyên môn cốt lõi như tiếp nhận, xử lý hồ sơ, đăng ký đất đai và cấp giấy chứng nhận. Đồng thời, nền tảng phần mềm tích hợp các chức năng quản lý đào tạo, góp phần hỗ trợ giảng viên trong tổ chức hoạt động giảng dạy, đánh giá kết quả học tập theo định hướng phát triển năng lực người học. Việc triển khai eLAND góp phần nâng cao chất lượng đào tạo, giúp sinh viên sớm hình thành tư duy nghiệp vụ, tăng khả năng thích ứng và rút ngắn thời gian hòa nhập nghề nghiệp trước yêu cầu hiện đại hóa công tác quản lý đất đai.
