ỨNG DỤNG GIS TRONG XÂY DỰNG VÀ KHAI THÁC CƠ SỞ DỮ LIỆU GIÁ ĐẤT PHƯỜNG TỪ SƠN, TỈNH BẮC NINH

Abstract

The objective of the study is to leverage the power of Geographic Information System (GIS) tools to standardize, manage, and spatially analyze land prices in a scientific, visual, and effective. The research employed data collection methods using multiple sources, including cadastral maps, official land price schedules, and actual land transaction data. GIS technology was applied to integrate, standardize, and develop a comprehensive land price database. Furthermore, GIS spatial analysis tools were utilized to exploit the database for land financial management, while WebGIS technology was employed to publish and share land price information through a web-based platform. The study successfully developed an integrated land price database covering 31 cadastral map sheets. The developed GIS application supports data querying, calculation of land-related taxes and financial obligations for individual land parcels, and other land administration functions. In addition, a WebGIS platform was established to disseminate land price information for the study area. The research findings not only improve the effectiveness of land administration and enhance the transparency of land price information for government agencies but also provide effective decision-support tools for land price management.

Mục tiêu của nghiên cứu là khai thác sức mạnh công cụ hệ thống thông tin địa lý (GIS) nhằm chuẩn hóa, quản lý và phân tích không gian về giá đất một cách khoa học, trực quan và hiệu quả. Nghiên cứu đã sử dụng phương pháp thu thập các nguồn dữ liệu như bản đồ địa chính, bảng giá đất, dữ liệu giao dịch thực tế. Ứng dụng GIS để tích hợp, chuẩn hóa và xây dựng cơ sở dữ liệu giá đất, các công cụ phân tích không gian của GIS được sử dụng để khai thác cơ sở dữ liệu giá đất phục vụ công tác quản lý tài chính về đất đai, đồng thời phương pháp WebGIS cũng được sử dụng để chia sẻ dữ liệu giá đất lên web. Nghiên cứu đã xây dựng được cơ sở dữ liệu giá đất tích hợp cho 31 tờ bản đồ địa chính, đồng thời ứng dụng khai thác cơ sở dữ liệu cho các mục tiêu truy vấn dữ liệu, tính toán các giá trị thuế và nghĩa vụ tài chính cho các thửa đất. Bên cạnh đó đã xây dựng được WebGIS để chia sẻ dữ liệu giá đất cho địa bàn nghiên cứu. Kết quả nghiên cứu giúp cơ quan quản lý nhà nước nâng cao hiệu quả quản lý đất đai, minh bạch hóa thông tin giá đất, hỗ trợ ra quyết định trong việc quản lý giá đất.
