THỰC TRẠNG VÀ ĐỀ XUẤT GIẢI PHÁP NÂNG CAO HIỆU QUẢ QUẢN LÝ RỪNG VÀ ĐẤT LÂM NGHIỆP TẠI HUYỆN MƯỜNG NHÉ, TỈNH ĐIỆN BIÊN

Abstract

Muong Nhe district, Dien Bien province currently has 125,797.30 hectares of forest and forest land, accounting for 80.17 percent of the total natural area. The forest area accounts for 65.5 percent (around 82,368.83 hectares). The natural forest area is 80,866.42 hectares, accounting for 64.3 percent, and the plantation forest area is 1,502.41 hectares (1.2 percent). These forest and forest land areas are under the management of Muong Nhe Natural Reserve Management Board, eleven communal People’s Committees in Muong Nhe district, local communities and households. The main management measures are promoting propaganda and mobilizing local people, coordinating with district departments and forest landowners to carry out regular inspections to prevent forest violations, encroachments, illegal logging, etc. The District People’s Committee considers forest and land management a critical task and fully implements the management following the contents prescribed under the Prime Minister’s Decision Decision No. 07/2012/QD-TTg dated February 8, 2012. However, in the management of forests and forest land in the district, there are still some limitations that need to be overcome, especially the planning and determination of the boundaries of the land area in practice through the geographical coordinate system; resolving land conflicts; forest and land allocation, issuance of certificates of land use rights; lack of qualified and skilled staffs in the forestry sector.

Diện tích rừng và đất lâm nghiệp ở huyện Mường Nhé, tỉnh Điện Biên là 125.797,30 ha chiếm 80,17% tổng diện tích tự nhiên của toàn huyện. Diện tích có rừng chiếm 65,5%  (82.368,83 ha), trong đó rừng tự nhiên là 80.866,42 ha, chiếm 64,3%, rừng trồng là 1,2% (1.502,41 ha). Toàn bộ diện tích rừng và đất lâm nghiệp do Ban quản lý Khu Bảo tồn Thiên nhiên (BTTN) Mường Nhé, UBND 11 xã thuộc huyện và các cộng đồng và hộ gia đình quản lý. Biện pháp quản lý chủ yếu là tuyên truyền vận động người dân, phối hợp với các ban ngành của huyện, các chủ rừng tiến hành kiểm tra, truy quét và ngăn chặn các vụ vi phạm, xâm lấn, chặt phá rừng, khai thác gỗ rừng tự nhiên trái phép…Công tác quản lý rừng và đất lâm nghiệp luôn được UBND huyện coi là nhiệm vụ quan trọng và thực hiện đầy đủ các nội dung quy định theo Quyết định số 07/2012/QĐ - TTg ngày 08/02/2012 của Thủ tướng Chính phủ. Tuy vậy, trong công tác quản lý rừng và đất lâm nghiệp trên địa bàn huyện vẫn còn 1 số tồn tại cần khắc phục, đặc biệt là công tác quy hoạch, xác định ranh giới diện tích đất ngoài thực tế thông qua hệ thống cọc mốc tọa độ địa lý, giải quyết tranh chấp đất đai, giao đất giao rừng, cấp giấy chứng nhận quyền sử dụng đất; đội ngũ chuyên môn về lâm nghiệp còn thiếu và yếu.
