ĐÁNH GIÁ KẾT QUẢ THỰC HIỆN QUY HOẠCH, KẾ HOẠCH SỬ DỤNG ĐẤT HẰNG NĂM TẠI HUYỆN NGA SƠN, TỈNH THANH HÓA GIAI ĐOẠN 2021 - 2024

Abstract

The study aims to assess the current situation and propose solutions to improve the effectiveness of implementing land use planning and plans for the period 2021 - 2024 in Nga Son district (now the communes: Nga Son, Nga Thang, Ho Vuong, Tan Tien, Nga An, Ba Dinh, Thanh Hoa province). The research methods used are: secondary investigation, primary investigation, assessment according to Likert's 5-level scale, assessment according to land use indicators and results of implementing works and projects. The research results show that land use planning and plans are approved very slowly compared to regulations; the names of land use indicators between periods are very different. There are 74/96 land use indicators (accounting for 77.08%) with very good implementation (28 agricultural land indicators, 42 non-agricultural land indicators, 4 unused land indicators). Up to 15 land use indicators (accounting for 15.63%) are implemented at a very poor level (100% is non-agricultural land). The survey results of 30 officials showed that 3/8 criteria were assessed at a very good level; 5 criteria at a good level. From there, solutions were proposed to improve the effectiveness of planning and implementing land use plans.

Nghiên cứu nhằm đánh giá thực trạng và đề xuất giải pháp nâng cao hiệu quả thực hiện quy hoạch, kế hoạch sử dụng đất (QHKHSDĐ) giai đoạn 2021 - 2024 huyện Nga Sơn (nay là các xã: Nga Sơn, Nga Thắng, Hồ Vương, Tân Tiến, Nga An, Ba Đình, tỉnh Thanh Hóa). Các phương pháp nghiên cứu sử dụng là: Điều tra thứ cấp, điều tra sơ cấp, đánh giá theo thang đo 5 cấp của Likert, đánh giá theo chỉ tiêu sử dụng đất (SDĐ) và kết quả thực hiện các công trình, dự án. Kết quả nghiên cứu cho thấy, QHKHSDĐ được duyệt rất chậm so với quy định; tên gọi các chỉ tiêu SDĐ giữa các thời kỳ có sự khác biệt rất nhiều. Có 74/96 chỉ tiêu SDĐ (chiếm 77,08%) đạt mức thực hiện rất tốt (28 chỉ tiêu đất nông nghiệp, 42 chỉ tiêu đất phi nông nghiệp, 4 chỉ tiêu đất chưa sử dụng). Có tới 15 chỉ tiêu SDĐ (chiếm 15,63%) thực hiện ở mức rất kém (100% là đất phi nông nghiệp). Kết quả điều tra 30 cán bộ cho thấy, 3/8 tiêu chí được đánh giá ở mức rất tốt; 5 tiêu chí ở mức tốt. Từ đó đề xuất giải pháp để nâng cao hiệu quả lập và thực hiện QHKHSDĐ.
