ANALYSIS OF FACTORS AFFECTING THE PROGRESS OF PROJECTS IN LAND USE PLANNING FOR THE PERIOD 2021 - 2030 IN BAC NINH CITY, BAC NINH PROVINCE

Abstract

The study was conducted to analyze some factors affecting the progress of projects in the land use planning scheme for the period 2021 - 2030 in Bac Ninh city, Bac Ninh province. Bac Ninh city has a total natural land area of ​​8,264.05 hectares, of which: Agricultural land area is 811.20 hectares, non-agricultural land area is 7,452.85 hectares. The results of regression analysis and determination of the impact of a number of factors on the progress of projects in the land use planning for the period 2021 - 2030 show that factor group X2 - Project management unit (contributing 32.26%); factor group X3 - Finance (contributing 27.49%); lactor group X4 - Specific steps to implement the project (contributing 23.88%) and finally factor group X1 - Mechanisms and policies (contributing 16.37%). On that basis, the study proposes a number of solutions to accelerate slow - progress projects and suspended planning, contributing to effective land use, in line with the socio-economic development strategy, including solutions on capital sources for project implementation; land allocation and leasing; Policy mechanisms; implementation organization; inspection and examination.
